ASSIGNMENT TITLE:
Preparation of National Logistics Strategy (NLS) Mid-Term Review Report and
Revised NLS Ref No.: ET- EMAA-422191-CS-QCBS
The Federal
Democratic Republic of Ethiopia, Ethiopian Maritime Authority has received
financing from the World Bank towards the cost of the Ethiopian Trade Logistics
Project (ETLP), and intends to apply part of the proceeds for consulting
services.
Hence, Ethiopian
Maritime Authority (EMA)/Trade Logistic Project(ETLP) would like to procure
Consultancy services of qualified and well-experienced firms to carry out
Preparation of National Logistics Strategy (NLS) Mid-Term Review Report and
Revised NLS. This consultancy assignment is intended to prepare a report on
mid-term review of the national logistics strategy, evaluate the implementation
of the national logistics strategy against the targets in the strategy, conduct
logistics performance measure, analyze existing gaps and revise the strategy to
be implemented for the next 5 years.
I.OBJECTIVES OF THE
ASSIGNMENT
The key objectives
of the assignment will be to:
1. Measure the performance
of the logistics sector and evaluate the implementation of the national logistics
strategy based on its M&E manual and international best practices and against
target initiatives in the strategy,
2. Identify best
practices, formulate success stories as a case study, detect gaps in the
implementation and prepare a mid-term review report about NLS.
3. Craft the revised
national logistics strategy and propose recommendations at policy, strategy and
operational level for bridging the logistics efficiency gaps and addressing
internal and external challenges.
4. Identify
interventions, design detail 5 years action plan, budget source and breakdown
with stakeholders' roles and responsibilities
II.SCOPE OF THE
SERVICE:
The study will
assess the current implementation status of the NLS and logistics performance
measure. However, a detail analysis will be undertaken to those interventions
which will have a major impact with respect to cost, time and complexity. Major
stakeholders of NLS will be included in the survey of the data collection for
this midterm review.
A. OVERALL ASSESSMENT
OF NATIONAL LOGISTICS STRATEGY
In the first stage,
the study needs to focus on the overall performance of logistics sector
interventions i.e. the 98 initiatives included in the National Logistics Sector
Strategy as well as the performance of corridors that the country mainly used
B. DETAIL ASSESSMENT
OF SECTOR'S INTERVENTIONS
After the first
stage analysis, the study will then zoom in to focus on key initiatives that
have significant impact on the transformation of the logistics sector, etc.
C. EXPECTED
OUTPUTS/DELIVERABLES
The logistics sector
review study will follow a scientific approach to understand the current
situation and performance of the sector, to identify underlying challenges and
gaps in terms of efficient logistics system and propose strategies detailed
interventions and implementation action plan, governance improvements models to
be implemented for the next five years.
D. DURATION OF THE
ASSIGNMENT
The durtation of the
assignment will be for 16 weeks.
The Ethiopian
Maritime Authority-Trade Logistics Project Implementation Unit now invites
eligible consulting firms ("Consultants") to indicate their interest
in providing the Services.
Interested
Consultants should provide information demonstrating that they have the
required qualifications/core business and experienced staff to perform the
Services. The shortlisting criteria are: qualifications in the field of the
assignment; technical and managerial capabilities of the firm; core business
and qualifications and number of staff.
The attention of
interested Consultants is drawn to paragraph 1.9 of the World Bank's
Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA
Credits & Grants] by World Bank Borrowers, January 2011 Revised July 2014
("Consultant Guidelines"), setting forth the World Bank's policy on
conflict of interest. Consultants may associate with other firms in the form of
a joint venture or a sub-consultancy to enhance their qualifications.
The Consultant will
be selected in accordance with the Quality and Cost based Selection (QCBS)
method set out in the Consultant Guidelines.
