የጨረታ ደንቦች፡-

1. ተጫራቾች የጨረታ መነሻ ዋጋ አንድ አራተኛ በግሎባል ባንክ ኢትዮጵያ አ.ማ ስም የተሰራ የጨረታ ማስከበሪያ ዋስትና በባንክ ክፍያ ማዘዣ (ሲ.ፒ.ኦ) በማስያዝ መመዝገብ ይችላሉ፡፡

2. በተራ ቁጥር 1 እና 6 ላይ የተጠቀሱት ቤቶች ጨረታ አዲስ አበባ ስታዲየም አካባቢ በሚገኘው በባንኩ ዋና መስሪያ ቤት ህንጻ 1ኛ ፎቅ ላይ በሚገኘው መሰብሰቢያ አዳራሽ ይደረጋል ፣ በተራ ቁጥር 2 ላይ የተጠቀሰው ንብረት ጨረታ በባንኩ ይራጋጨፌ ቅርንጫፍ ላይ ይደረጋል፣በተራ ቁጥር 3 ላይ የተጠቀሰው ንብረት ጨረታ በባንኩ ሀዋሳ መነሀሪያ ቅርንጫፍ ላይ ይደረጋል፣ በተራ ቁጥር 4 ላይ የተጠቀሰው ንብረት ጨረታ በባንኩ ወላይታ ሶዶ ቅርንጫፍ ላይ ይደረጋል እንዲሁም በተራ ቁጥር 5 ላይ የተጠቀሰው ንብረት ጨረታ በባንኩ ይርጋለም ቅርንጫፍ ላይ ይደረጋል ::

3. የተጫራቾች ምዝገባ ከጨረታው መዝጊያ ሰዓት ሰላሳ ደቂቃ በፊት ይጠናቀቃል። በጨረታው የመጨረሻ ሰላሳ ደቂቃዎች የተጫራች ምዝገባ አይካሄድም፡፡

4. በጨረታው ላይ ተጫራቾች፣ አስያዥና ተበዳሪ ወይም ሕጋዊ ወኪሎቻቸው መገኘት ይችላሉ።

5. የንግድ ማህበራትን ወክሎ ለመጫረት የማህበሩን መመስረቻ ፅሁፍ የያዘና በማሀበሩ ስም ንብረት ለመግዛት ስልጣን ያለው መሆን ያለበት ሲሆን ይህንኑ የሚያረጋግጥ ሰነድ በማቅረብ ይሆናል።

6. የጨረታው አሸናፊ መሆኑ በደብዳቤ የተገለጸለት ተጫራች ያሸነፈበትን ዋጋ በ15 ቀን ውስጥ ለባንኩ ገቢ ማድረግ ይኖርበታል:: ባይከፍል ግን ያስያዘው ገንዘብ ለባንኩ ገቢ ሆኖ ጨረታው ይሰረዛል፡፡ ላላሸነፉት ተጫራቾች ያስያዙት ገንዘብ ይመለስላቸዋል::

7. በንብረት ማስተላለፍ ሂደት ለመንግስት የሚከፈል ግብር፣ ተጨማሪ እሴት ታክስ፣ የሊዝ ክፍያ ወይም ሌላ ማንኛውንም ክፍያ ገዢው ይከፍላል፡፡

8. ንብረቱ በገዢው ስም እንዲዞር ባንኩ ለሚመለከተው መንግስታዊ አካል ደብዳቤ ይጽፋል።

9. ለበለጠ ማብራሪያ ግሎባል ባንክ ኢትዮጵያ ዋናው መሥሪያ ቤት በስልክ ቁጥር 011 5 31 81 17 (የህግ አገልግሎት መምሪያ) ደውሎ መጠየቅ ወይም አበዳሪውን ቅርንጫፍ በአካል ቀርቦ ማነጋገርና ንብረቱን የሚጎበኙበት ሁኔታ ማመቻቸት ይቻላል::

10. ባንኩ የተሻለ መንገድ ካገኘ ጨረታውን የመሠረዝ መብቱ የተጠበቀ ነው፡፡

1. የጨረታ ማስታወቂያ

ኩባንያችን የካሣ ክፍያ ፈጽሞ የተረከባቸውን ተሽከርካሪዎች፣ የተሽከርካሪ ቅሪት አካላትን ባሉበት ሁኔታ በጨረታ ለመሸጥ ይፈልጋል::

- ጨረታው ግንቦት 24 ቀን 2016 ዓ.ም ከቀኑ 8:30 ስዓት ተዘግቶ በኩባንያው ዋና መስሪያ ቤት ተጫራቾች ወይንም ህጋዊ ወኪሎቻቸው በተገኙበት 4፡00 ላይ ይከፈታል::

- ሌሎች ተጫራቾች ባቀረቡት ዋጋ ላይ ተንተርሶ ዋጋ መስጠት አይቻልም::

- ተጫራቾች የሚጫረቱትን ንብረት የመነሻ ዋጋውን 10% (አስር በመቶ) በግሎባል ኢንሹራንስ ኩባንያ አ.ማ ወይም (Globd| |nsurance Company S.C) ስም በባንክ ክፍያ ማዘዣ (CPO) ማስያዝ ይኖርባቸዋል::ሆኖም የጨረታ ማስከበሪያው ለተሸከርካሪዎች ከብር 2500.00 (ሁለት ሺህ አምስት መቶ ብር) እንዲሁም ለተሸከርካሪ ቅሪት እና ሌሎች ቅሪት አካላት ከብር 1,000.00 (አንድ ሺህ ብር) ማነስ የለበትም::

- ከቀረጥ ነፃ ከሆኑት ተሸከርካሪዎች በስተቀር በሌሎች ተሽከርካሪዎች የተሽከርካሪ አካላት ከጨረታው በፊት ዕዳ ቢኖር በኩባንያው ይሸፈናል::በጨረታው ለተካተቱ ንብረቶች ከጨረታው በኋላ ያሉት ማናቸውም ወጪዎች በገዢው ሙሉ በሙሉ ይሸፈናል::

- ተጫራቾች የሚያስገቡት ዋጋ ከቫት በፊት መሆን አለበት::

- የጨረታ አሸናፊዎች ያሸነፋበት ዋጋ ላይ ተጨማሪ እሴት ታክስ (VAT) 15% (አስራ አምስት በመቶ) በተጨማሪነት ይከፍላሉ::

- አሸናፊዎች የጨረታው ውጤት ከተገለፀበት ቀን ጀምሮ ባሉት 10 የሥራ ቀናት ውስጥ ክፍያ ፈጽመው ንብረቶቹን ካልተረከቡ የጨረታው ውጤት ተሰርዞ ከላይ ለጨረታ ማስከበሪያ ያስያዙት ገንዘብ ለኩባንያው ገቢ ይደረጋል::

- አሸናፊ ተጫራቾች ተሽከርካሪዎቹንም ሆነ ሌሎች እቃዎችን ከሪከቨሪ በራሳቸው ወጭ ሳይነጣጥሉ በአንድ ጊዜ ከፍለዉ በ10 ቀናት ዉስጥ ንብረቶቹን መረከብ ይኖርባቸዋል::

- የጫረታ አሸናፊዎች የስም ዝውውር እስከ ስድስት ወር ድረስ ማጠናቀቅ የሚጠበቅባቸው ሲሆን ይህ ሳይሆን ቢቀር ለሚፈጠረው ጉዳይ ኩባንያው ኃላፊነት አይወስድም::

- ኩባንያው የተሻለ መንገድ ካገኘ ጨረታውን በሙሉም ሆነ በከፈል የመሰረዝ መብቱ በሕግ የተጠበቀ ነው::

In this project one of the major activities is constriction and rehabilitation latrines. Thus, MCMDO invites potential candidates for bid to build/rehabilitate the following listed latrines at the specific area.

1. Bidders should receive a proforma of BoQ from head office for requested latrine submitted in sealed envelope.

የግልፅ የጨረታ ማስታወቂያ

ድርጅታችን ዲ.ኤም.ሲ ኮንስትራክሽን ኃ.የተ.የግ.ማህበር የባለ አራት ኮከብ ሆቴል እቃወችን በጨረታ አወዳድሮ መሸጥ ይፈልጋል። እቃወቹም ለአጭር ጊዜ ያገለገሉ የፈርኒቸር ፣ የኤሌክትሮኒክስ፣የተለያዩ እስክራፕ ብረቶች ፣ ሞተሮች፣የላብራቶሪ እቃወች እንዲሁም ሌሎች ተዛማችነት ያላቸውን እቃዎች ሲሆኑ ድርጅቱ እነዚህን እቃወች በግልፅ ጨረታ አወዳድሮ መሸጥ ይፈልጋል:: በመሆኑም በጨረታ መሳተፍ የምትፈልጉ ተጫራቾች የሚከተሉትን መስፈርቶች በማሟላት ከታች በተገለጹት ቀናቶች መሳተፍ የምትችሉ መሆኑን እናሳውቃለን::

የጨረታው መስፈርቶች

1. ለጨረታ በቀረቡ እቃዎች ላይ ለመሳተፍ የሚፈልጉ ተጫራቾች በጨረታ በሚሸጡ እቃዎች ጋር ተዛማጅነት ያለው የታደሰ ንግድ ፍቃድ ከመጫረቻው ሰነድ ጋር አያይዞ በኢንቬሎፕ በማሸግ ለጨረታ በተዘጋጀው ሳጥን ውስጥ ማስገባት ይኖርባቸዋል::

2. ተጫራቾች የጨረታውን ሰነድ ዘወትር በስራ ሰዓት ከሰኞ እስከ ቅዳሜ ከ2፡00-11፡00 ሰዓት የጨረታውን ሰነድ ከዲ.ኤም.ሲ ኮንስትራክሽን ኃ.የተ.የግ.ማህበር ዋና መስሪያ ቤት ግቢ ውስጥ 3ኛ ፎቅ ላይ በመገኘት የማይመለስ ብር 200.00(ሁለት መቶ) በመክፈል መግዛት ይችላሉ::

3. ተጫራቾች በሚከተሉት የጨረታ ቀናት መሰረት ዲ.ኤም.ሲ ኮንስትራክሽን ኃ.የተ.የግ.ማህበር ዋና መስሪያ ቤት በመገኘት መጫረት ይችላሉ::

4. አሸናፊ ተጫራቾች ማሸነፋቸውን በደብዳቤ ከተገለጸላቸው ቀን ጀምሮ በ3 ቀናት ውስጥ ያሸነፈበትን ገንዘብ ገቢ በማድረግ እቃውን መረከብና ከመጋዘን ማውጣት ይኖርበታል::

5. በጨረታው መሳተፍ የሚፈልጉ ከግንቦት 12 ቀን 2015 ዓ.ም እስከ ከግንቦት 21 ቀን 2016 ዓ.ም ከጠዋቱ 3 ሰዓት እስከ 11 ሰዓት ድረስ የጨረታውን ሰነድ ከዲ.ኤም.ሲ ኮንስትራክሽን ኃ.የተ.የግ.ማህበር ዋና መስሪያ ቤት ግቢ ውስጥ 3ኛ ፎቅ ላይ በመገኘት የጨረታ ሰነዱን ገዝተው መሳተፍ ይችላሉ።

ማሳሰቢያ፡

ተጫራቾች ለሚወዳደሩበት እቃ በሚያስገቡት ዋጋ መሠረት በማድረግ ከአጠቃላይ ዋጋው 20 በመቶውን ለጨረታ ማስከበሪያ ዋስትና በባንክ የክፍያ ማዘዣ /ሲፒኦ/ ማስያዝ እንደሚጠበቅባቸው ገልጿል።

ጨረታው በሚከፈትበት ቀን በጨረታው ላይ የእቃው ባለቤት ተወካይ፣የድርጅቱ አስተዳደር እንዲሁም ድርጅቱ ያቋቋመው ኮሚቴ እና ተጫራቾች በተገኙበት ነው ሚከፈተው።ድርጅቱ ጨረታውን በከፊልም ሆነ በሙሉ የመሰረዝ መብቱ የተጠበቀ ነው::

1. በጨረታ የሚሸጡት ዕቃዎች የሚገኙት በሎት 1 የተጠቀሱት የባንኩ ዋና ግምጃ ቤት ከሚገኝበት ወደ አቃቂ አለም ባንክ አካባቢ ከባምቢስ ሱፐር ማርኬት ፊት ለፊት ተራ ነዳጅ ማደያ ጎን የሚገኘው ባህሩን መጋዘን ውስጥ ሲሆን እቃዎቹን ግንቦት 14, 15, 16 እና 21 ቀን 2016 ዓ.ም. ከጠዋቱ 3፡00 ሰዓት እስከ ቀኑ 9፡30 ሰዓት ድረስ መመልከት ይችላሉ:: በሎት 2 የተጠቀሱት ሞተር ተሽከርካሪዎች መሰቦ ሲሚንቶ ፋብሪካ የምርት ማስቀመጫ መጋዘን ግቢ የሚገኙ ሲሆን አድራሻውም ከቃሊቲ የመኪና ማሰልጠኛ ፊት ለፊት ከ CRDA አለፍ ብሎ በሚያስገባው መንገድ ነው:: ተሸከርካሪዎቹን ለመጎብኘት የሚፈልጉ ተጫራቾች አስቀድመው የባንኩ ዋና መ/ቤት 8ኛ ፎቅ ንብረት አስተዳደር ክፍል በመመዝገብ ባንኩ በሚያወጣው መርሐ-ግብር መሰረት ተሽከርካሪዎቹ የሚገኙበትን ሁኔታ መመልከት ይችላሉ::

2 የጨረታው ሰነድ አዲስ አበባ ስታዲየም ፊት ለፊት የሚገኘው የባንኩ ዋና መ/ቤት ወጋገን ህንጻ 8ኛ ወለል ንብረት አስተዳደር ክፍል 300.00 ብር (ሶስት መቶ ብር) በመክፈል መውሰድ ይችላሉ:: ተጫራቾች የግብር መክፈያ ቁጥር (TIN) ተመዝጋቢ መሆን አለባቸው፡፡

3 ማንኛውም ተጫራች ወይም ሕጋዊ ወኪሎቻቸው የሚገዙበትን ዋጋ ከቫት በፊት ኛ (ሃያ አምስት በመቶ) ለጨረታ ማስከበሪያ በባንክ በተረጋገጠ የክፍያ ማዘዣ ሲ.ፒ.ኦ (CPO) በወጋገን ባንክ አ.ማ ስም አሰርተው ከጨረታው ሰነድ ጋር በሰም በታሸገ ኢንቨሎፕ ከነሙሉ አድራሻው እስከ ግንቦት 22 ቀን፣ 2016 ዓ.ም 11፡00 ሰዓት ድረስ አዲስ አበባ ስታዲየም ፊትለፊት በሚገኘው የባንኩ ዋና መ/ቤት ወጋገን ሕንፃ 8ኛ ወለል ንብረት አስተዳደር ክፍል ለሎት 1 ወይም ሎት 2 ተለይቶ በተዘጋጀው የጨረታ ሳጥን ማስገባት ይኖርባቸዋል። በጨረታ ሰነዱ ላይ የተጫራቹ ስም፣ፊርማ እና ስልክ ቁጥር መጻፍ አለበት፡፡ ከጨረታው መዝጊያ ሰዓት በኋላ የሚደርሱት የመጫረቻ ሠነዶች ተቀባይነት አይኖራቸውም:: ያለ ሲ.ፒ.ኦ (CPO) የቀረበ ዋጋ ለውድድር አይቀርብም:: ተጫራቾች የሚያቀርቡትን ዋጋ በአሃዝና በፊደል መግለጽ አለባቸው:: የጨረታው ሰነድ ላይ የሚሰጡት ዋጋ ላይ ስርዝ ድልዝ ካለ ከጎኑ በተጫራቹ መፈረም አለበት::

4 ተጫራቾች የመጫረቻ ዋጋ በቀላሉ በሚጠፋ ወይም በእርሳስ መሙላት የለባቸውም፡፡

5 ጨረታው የሎት 1 ግንቦት 23 ቀን 2016 ዓ.ም. ከጠዋቱ 3፡30 ሰዓት የሎት 2 ከጠዋቱ 4፡00 ሰዓት ተጫራቾች ወይም ሕጋዊ ወኪሎቻቸው በተገኙበት በጣጋገን ባንክ አ.ማ ዋና መስሪያ ቤት ''ሕንጻ 9ኛ ወለል ላይ በሚገኘው የመሰብሰቢያ አዲራሽ ይከፈታል

6 ማንኛውም ተጫራች በጨረታው ተካፋይ ሆኖ ጨረታው ከተከፈተ በኋላ የሰጠውን ዋጋ መለወጥ ወይም ማሻሻል አይችልም ተጫራቾች ጨረታው በተከፈተ በኋላ እውጅ ፈጡ አይችሉም.

7 ማንኛውም ተጫራች በከፊል ወይም በተናጠል መጫረት ይችላል::

8 የጨረታው አሸናፊ አሸናፊነቱን ከባንኩ በደብዳቤ ከተገለጸለት ቀን ጀምሮ በሰባት (7) ቀናት ውስጥ ቀሪውን ገንዘብ አጠናቆ ከፍሎ ንብረቶቹን የማንሳት ግዴታ አለበት፡፡ ማንኛውንም ለመንግስት ሊከፈል የሚገባውን ክፍያ ተጨማሪ እሴት ታክስን ጨምሮ ሙሉ በሙሉ የጨረታው አሸናፊ የሚከፍል ይሆናል።

9 የጨረታው አሸናፊ ክፍያውን ሙሉ በሙሉ በተባለው ቀን ከፍሎ ንብረቶቹን ያላነሳ ተጫራች ከጨረታው አሸናፊነት ተሰርዞ ለጨረታው ያስያዘው ገንዘብ አይመለስለትም፡፡

10. በጨረታው ተሸናፊ የሆኑ ተጫራቾች ያስያዙት ሲ.ፒ.ኦ (CPO) የጨረታ ግምገማ ውጤት

11. ባንኩ ጨረታውን በከፊልም ሆነ በሙሉ የመሰረዝ መብቱ የተጠበቀ ነዉ::

ከተገለፀ በኋላ ያስያዙት ሲ.ፒ.ኦ ይመለስላቸዋል::
