1. Jima HoroWoreda
finance on behave of Jima HoroWoreda Cooperative promotion office (JHWCPO) has
got a budget from World Bank (FSRP) to construct Warehouse project. All
eligible, qualified, financially and technically capable contractors to furnish
the necessary labor, materials, equipment and machineries cost of construction
of Category General and Building Contractors (GC/BC).
2. The bidding
document can be purchased at the Jima Horoworeda Finance office, procurement
department, office, with nonrefundable fee of birr 500 (five hundred ETB) paid
to Jima HoroWoreda Revenue Office up on receipt offer and soft of the bid
document will be collected.
3. Bidders are
required to present; VAT registration Certificate, TIN, Renewed trade license,
Tax clearance and Renewed Authorized GC/BC license.
4. Bidders must
present a bid security in CPO or Bank guarantee of birr 150,000(One hundred
fifty thousand ETB) Valid for 90 (ninty) days starting from bid opening date,
addressing to Jima HoroWoreda Finance Office.
5. Bidders must
submit Cost breakdown of unit rate analysis for each work items that consider
the current market situation of the specific site similar with the
specification of the unit rate and shall be Wax(glue) sealed envelope with the original
financial document.
6. A bidder must
arrange him/her to complete whole works within 240 days starting from date of
commencement.
7. A bidder must
have done similar construction projects attaching necessary testimonies and
attachment of recommendation or good performance letter from client.
8. Construction site
Visit is mandatory up on arrangement of the client.
9. Submission and
opening of the bid
9.1. The deadline of
bid submission shall be starting from the date of the first announcement on
newspaper for 30 days and will be closed on the next day at 4:00 local time.
The opening time will be on the same day at 4:30 local time at specified place.
(If the date will be
on the holy day, Saturday or Sunday the next working day will come to an
effect).
9.2.The Technical
Original and two of its copies (Copy 1 and Copy 2) and CPO shall be placed in
separate envelopes marked as "original technical document, Technical copy
1, technical copy 2 and CPO." Then all envelopes shall be placed in one
large outer envelope and wax sealed marking as technical and CPO with full
information.
9.3. The Financial
Original and two of its copies(Copy 1 and Copy 2) and Cost breakdown(CBD)
analysis shall be placed in separate envelope marked as "original Financial
document, Financial copy 1,Financial copy 2 and CBD analysis",then all
envelopes be placed in one large outer envelope and wax sealed marking as
Financial and CBD with full information.
9.4.Both envelopes
(9.2 &9.3) shall be placed in one large outer envelope and wax sealed. This
outer envelope shall bear, every information pointed in the bid data sheet and
submission address marking clearly as" Do Not open unless otherwise in the
presence of Authorized tender Committee".
9.5.Bidders are
responsible enough to dig through the bid detail information in the tender
document.
9.6.Bid evaluation
shall take place according to World Bank/FSRP Criterion and through NCB
Procedures specified in World Bank procurement guidelines (qualification &
evaluation criterion) included in the bid document will be conducted by
committee assigned by the client on the basis of bidder's responsiveness to the
bid document.
9.7.Any trial of
fraudulence on submission of technical document and /or financial offer shall
results in rejection of the bid.
9.8.Jima Horo Woreda
Finance office has the right to reject any or all part of the bid.
