The Federal Government of
Ethiopia- has received financing from the World Bank toward the cost of the Ethiopia Flood Management Project (EFMP) and intends to
apply part of the proceeds toward payments
under the contract for the Procurement of furniture for PIU Staffs and flood
Management warning office For this contract, the Borrower shall process the
payments using the Direct Payment disbursement
method, as defined in the World Bank's Disbursement Guidelines for Investment Project Financing, except for those payments,
which the contract provides to be made through
letter of credit.
The Ethiopian Meteorology
Institute now invites sealed bids from eligible Bidders for Procurement of furniture for PIU Staffs and flood Management warning
office as per the followings description of Goods.

The Bidding Document require
bidders to have specific experience which includes the following:
1. Financial Capability: The
Bidder shall submit audited financial statements or, if not required by the law of the Bidder's country, other financial
statements acceptable to the Purchaser, for the
last recent Five (5) years prior to bid submission deadline, demonstrating the
current soundness of the Bidder's financial position. For a joint venture, this
requirement shall be met by any one of the
member
2. Specific Experience: The
Bidder shall demonstrate that it has successfully completed at least two (2) contracts within the last recent three (3) years
prior to bid submission deadline, with a value
of one million USD that have been successfully and substantially completed and
that are similar in nature and complexity to
the Goods and Related Services under the Contract. For a joint venture, this requirement must be met by one of the
members.
Bidding will be conducted using
the National Competitive procurement using a Request for Bids (RFB) as specified in the World Bank's "Procurement
Regulations for IPF Borrowers Procurement
under IBRD Loans and IDA Credits, edition as specified in the World Bank's
"Procurement Regulations for IPF Borrowers" World Bank's
"Procurement Regulations for IPF.
3. Borrowers" July 2016
updated in November 2020. Procurement will also comply with "Guide- lines on Preventing and Combating Fraud and Corruption in
Projects Financed by IBRD Loans and IDA
Credits and Grants" revised as of July 1, 2016, ("Procurement
Regulations") and is open to all eligible Bidders as defined in the
Procurement Regulations.
4. Interested

document during office hours 9:00 to 17:00 hours at the address given below.
5. The bidding documents in
English may be purchased by interested Bidders on submission of a written application to the address below and upon payment
of a nonrefundable fee of ETB 300 amount in
local currency or equivalent amount in freely convertible foreign currency. The
method of payment will be through commercial Bank of
Ethiopia, direct deposit to EMI, Ac- count
No.1000007241295.
6. Bids must be delivered to the
address below: The Ethiopian Meteorology Institute, Building -1 floor, Room No.003, on or before February, 24, 2026, at
10:00 A.M. Electronic Bidding will not be
permitted. Late Bids will be rejected. The outer Bid envelopes marked
"ORIGINAL BID", and the inner
envelopes marked "TECHNICAL PART" will be publicly opened in the
presence of the Bidders' designated
representatives and anyone who chooses to attend, at the address below on February, 24, 2026 at 10:30 A.M or immediately
after the deadline for submission of bids. All
envelopes marked "SECOND ENVELOPE: FINANCIAL PART" shall remain un-
opened and will be held in safe custody of the
Purchaser until the second public opening.
7. All bids shall be accompanied
by a Bid Security of Birr 800,000.00 (Eight hundred thousand birr only) or an equivalent amount in a freely convertible
currency in the form of an Unconditional Bank Guarantee or CPO to the Ethiopian
Meteorology Institute.
8. Attention
is drawn to the Procurement Regulations requiring the Borrower to disclose
Information on the successful bidder's beneficial ownership, as part of the
Contract Award Notice, using the Beneficial
Ownership Disclosure Form as included in the bidding document.
9. The attention of prospective
Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a
valid license or was produced by the Bidder and
(ii) that violations are considered fraud, which can result in ineligibility to
be awarded World Bank-financed contracts.
