1. The Agricultural Transformation Institute of Federal Democratic Republic of Ethiopia has funds, and it intends to apply part of the proceeds of this fund to payments under the Contract for the provision of Goods.

Ghion Peace, Reconciliation, and Development Association (GPRDA) is a non-profit, non- governmental civil society organization based in Gondar, North-Western Ethiopia. Established on April 15, 2021, GPRDA is dedicated to promoting peace, sustainable development, and community resilience.

The Association has been implementing a one-year project funded by Welthungerhilfe (WHH) through the European Union (EU), covering the period from November 1, 2024, to October 31, 2025. GPRDA now invites qualified and authorized audit firms to conduct an external audit of the project's financial statements for the specified period.

Key Requirements

2 ተጫራቾች የሚወዳደሩባቸውን እቃዎች ለያንዳንዱ ከቫት ጋር ያለውን ዋጋ ማስቀመጥ ይጠበቅባቸዋል።

4 ይህ ጨረታ ከወጣበት ቀን ጀምሮ ለ10 ተከታታይ የስራ ቀናት አየር ላይ የሚዉል ሲሆን የጨረታዉን ሳጥን በ11ኛዉ ቀን ከጠዋቱ 4፡00 ሰዓት ላይ ታሽጎ በዚሁ ቀን ከጠዋት 4፡30 ሰዓት ተጫራቾች ወይም ህጋዊ ወኪሎቻቸዉ በተገኙበት የሚከፈት ስሆን ምናልባት 11ኛዉ ቀን የህዝብ በዓል ወይም ከመንግስት የስራ ሰዓት ዉጭ ከሆነ በሚቀጥለዉ የስራ ቀን በተመሳሳይ ሰዓት የሚከፈት የሆናል።

5 በጨረታ ሰነዱ ላይ የተገለፀዉ ሙሉ ዝርዝር ሁኔታ የጨረታዉ መመሪያ ሆኖ ችግሮች ካጋጠሙ በግዜዉ መመሪያ የሚዳኝ ይሆናል።

6 ተጫራቾች ሙሉ ሰነዱን ካልማለሱ ከጨረታ ውጪ ይሆናሉ።

7 ለcpo ማስያዣ የበጀቱ 2% 27000 ብር ይሆናል።

8 የጨረታው ዋጋ የሚሞላው በተቀመጠለት መለኪያ ብቻ ሲሆን ከመለኪያው ውጭ የተሞላ ዋጋ እንድሁም ስርዝ ድልዝ ወይም በፍሉድ የተነካካ ዋጋ ሙሉ በሙሉ ከጨረታው ውድቅ ይደረጋል።

9 አሸናፊ ተጫራቾች ያሸነፈባቸውን እቃዎች በራሳቸው ትራንስፖርት ግዥ ፈጻሚው መስርያ ቤት ድረስ ማቅረብ ይጠበቅባቸዋል።

10 ጨረታውን አሸናፊ ሆነው ከተገኙ ቦኃላ 10% ባሸነፉት ዕቃ መጠን የውል ማስከበሪያ ማስያዝ ይኖርባቸዋል።

11 መ/ቤቱ የተሻለ አማራጭ ካገኘ ጨረታዉን ሙሉ በሙሉ ወይም በከፊል የመሰረዝ መብቱ የተጠበቀ ነዉ፡፡ በተጨማሪ ለማብራሪያ ጥያቄ ለጨረታው ከቀረቡ የእቃዎች ዝርዝር ውስጥ መ ቤቱ እስከ 25 በመቶ ለመጨመር ወይም ለመቀነስ መብቱ የተጠበቀ ነው።

የጨረታ ቁጥር 001/2018

የአቃቂ ቃሊቲ ከፍለ ከተማ የዲዛይንና ግንባታ ስራዎች ፅ/ቤት በክፍለ ከተማው ሊያስገነባቸው የፈለገውን የተለያዩ ግንባታዎች በግልፅ ጨረታ አወዳድሮ ለማስገንባት ሃገር በቀል ስራ ተቋራጮችን አወዳድሮ በማዋዋል ለማሰራት ይፈልጋል፡፡ በመሆኑም ተጫራቾች ለስራው አስፈላጊ የሆኑ ግብአቶችን፣ የሰው ሀይል በተጨማሪም የሚቀጥሉትን መስፈርቶች በማሟላት የጨረታ ሰነዱን መውሰድ ይችላሉ፡፡

1. ለስራው ንግድ ምዝገባና ህጋዊ ንግድ ፈቃድ ኖሯቸው የዘመኑን ግብር የከፈሉ፤ የታደሰ ንግድ ፍቃድ ያላቸው እና በ2018 ዓ.ም በጨረታ መሳተፍ የሚያስችል ክሊራንስ ከገቢዎች ተቋም ማቅረብ የሚችሉ፣ ከፌደራል ከተማ ልማትና ኮንስትራክሽን ሚነስተር የምዝገባ ምስክር ወረቀት እና ከአዲስ አበባ ከተማ አስተዳደር ግንባታ ፈቃድና ቁጥጥር ባለስልጣን ለ2018 በጀት ዓመት የታደሰ የብቃት ማረጋገጫ የምዝገባ ምስክር ወረቀት ያላቸው(ከሁለቱም) ፤ የአቅራቢነት ምዝገባ ያላቸው (supplier list) ፣ቫት ተመዝጋቢ የሆኑና የግብር ከፋይ መለያ ቁጥር ያላቸው፡፡

2. ስራ ተቋራጮች ለሚወዳደሩ ውድድሩ ቴክኒካል እና ፋይናንሺያል ስለሚኖረው ቴክኒካል አንድ ኦርጂናል እና ቴክኒካል ሁለት ኮፒ እና ፋይናንሺያል አንድ ኦርጂናል እና ፋይናንሽያል ሁለት ኮፒ ለየብቻ በማሸግ በድምሩ ስድስት ሰነድ ለየብቻ በታሸገ ፖስታ የድርጅቱን ፊርማ፤ማህተም እና የሚወዳደሩበትን የፕሮጀክት ስም እና ሎት በመጻፍ ማቅረብ ይኖርባቸዋል፤ የጨረታ ማስከበሪያ ዋስትናም (BID BOND or BID SECURITY) ለብቻ በታሸገ ፖስታ ላይ የድርጅቱን ፊርማ እና ማህተም በማድረግ ማስገባት ይኖርባችኋል፡፡ሁሉንም ፖስቶች በአንድ እናት ፖስታ በማሸግ የድርጅቱን ማህተም ፤ፊርማ እና የሚወዳደሩበትን የፕሮጀክት ስም እና ሎት በመጻፍ ታሽጎ መቅረብ ይኖርበታል። ጨረታው ከላይ በተጠቀሰው ቀን እና ሰአት ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት ወይንም ሙሉ በሙሉ ባይገኙም የሚከፈት ይሆናል፡፡

3. ተጫራቾች ጨረታው በጋዜጣ ከወጣበት ቀን ጀምሮ ለሃያ አንድ (21) ተከታታይ የመቁጠርያ ቀናት የሚቆይ ሲሆን የጨረታ ሰነዱ ሽያጭ ዘወትር በስራ ሰአት ከጠዋቱ 2፡30 እስከ 10፡30 ድረስ በአዲስ አበባ ከተማ አስተዳደር አቃቂ ቃሊቲ ክ/ከተማ ዲዛይንና ግንባታ ስራዎች ጽ/ቤት በግዥ ቡድን 2ኛ ወለል ከላይ የተጠቀሱትን ማስረጃዎች ዋናው (Original) እና የማይመለስ ቅጂ(copy) ይዞ በመቅረብ የማይመለስ ብር 1000 (አንድ ሺህ ብር) ብር ብቻ በመክፈል የጨረታ ሰነዱን መውሰድ ይችላሉ።

4. ተጫራቾች የወሰዱትን የጨረታ ሰነድ ጋዜጣው ከወጣበት ቀን ጀምሮ እስከ 22 ኛው የመቁጠርያ ቀን ጠዋት 4፡00 ሰዓት ድርስ በአቃቂ ቃሊቲ ክ/ከተማ 7ኛ ፎቅ ለዚሁ በተዘጋጀዉ ሳጥን ውስጥ ማስገባት ይኖርባችዋል። ጨረታው በዚሁ እለት ጠዋት 4፡30 ላይ ተጫራቾች ወይም ህጋዊ ወኪሎቻቸው በተገኙበት የሚከፈት ይሆናል።

5. ተጫራቾች የጨረታ ማስከበሪያ ዋስትና (BD BOND) ለ 90 ቀናት የሚያገለግል ወይም የሚቆይ የጨረታ ማስከበሪያ ዋስትና (BID BOND or BID SECURITY) በባንክ ትእዛዝ (CPO) ወይም በሁኔታዎች ላይ ያልተመሰረተ የባንክ ዋስትና / UNCONDITIONAL BANK GUARANTEE/ የማቅረብ ግዴታ አለባቸው።

6. አሰሪ መስሪያ ቤቱ ወቅታዊ የገበያ ዋጋን ላላገናዘበ ስራ ዝርዝር ማለትም ከገበያ ዋጋ የተጋነነ ነጠላ ዋጋ (unit Rate) (በከፍታ ወይም በዝቅታ) ተሞሎቶ ካገኘ ስራ ተቋራጮች (Cost Break down) ሰርተው እንዲያቀርቡ ያስገድዳል።

7. አሰሪ መስሪያ ቤቱ በዋጋ ላይ ያልተፈረመበት ስርዝ ድልዝ (unsigned Rate Correction) እና በዋጋ ላይ ፍሉድ መጠቀም (to use fluid for Rate Correction) ከጨረታ ተወዳዳሪነት ያሰርዛል፡፡ ነገር ግን ተጫራቹ የወሰዱትን ሰነድ በአጋጣሚ ቢበላሽቦት ለአንድ ጊዜ ብቻ የሚቀየር መሆኑን እናሳውቃለን እንዲሁም ተጫራቾች ከአንድ ሎት በላይ መወዳደር ከጨርታ ተወዳዳሪነት ያሰርዛል፡፡

8. በስራ ዝርዝር በሙሉም ሆነ በአንድ የስራ አይተም ላይ ዋጋ አለመሙላት (unfilled rate) ከተገኘ ስራውን በነጻ እንደሚሰራ ይወሰዳል፡፡

9. ተጫራቾች የጨረታ ሰነዱን ከማስገባታቸው በፊት የተጫራቾች መመሪያን እንዲያነቡ እና የግንባታ ሳይቱን ማየት ይመከራል፡፡

10. መስሪያ ቤቱ የተሻለ አማራጭ ካገኘ ጨረታውን ሙሉ በሙሉ ወይም በከፊል የመሰረዝ መብቱ የተጠበቀ ነው፡፡

11. የበለጠ ማብራሪያ ካስፈለገ ከቃሊቲ መናኸረያ ፊት ለፊት አቃቂ ቃሊቲ ከ/ከተማ ህንጻ 2ኛ ፎቅ የዲዛይን እና ግንባታ ስራዎች ጽ/ቤት የምህንድስና ግዢ ቡድን በአካል በመቅረብ ቢሮ ቁጥር 202 መረዳት ይቻላል፡፡

የጨረታ ቁጥር አ/አ/ከ/አ/ሴ/ህ/ማ/ጉ/ቢሮ (03/001-003/2018)

የአዲስ አበባ ከተማ አስተዳደር ሴቶች ህፃናት እና ማህበራዊ ጉዳይ ቢሮ በ2018 በጀት አመት በ13 ሎት የተከፈሉ ግዥዎችን በግልፅ ጨረታ ተጫራቾችን አወዳድሮ መግዛት ይፈልጋል።

 ስለዚህ ከዚህ በታች የተዘረዘሩትን የግዥና የፋይናንስ መመሪያዎች የምታሟሉ ተጫራቾች

በጨረታው መሳተፍ የምትችሉ መሆኑን እንገልፃለን።

1. በዘርፉ የታደሰ ህጋዊ ንግድ ፈቃድ ያላቸውና የዘመኑን ግብር የከፈሉበትን ማስረጃ ማቅረብ የሚችሉ።

2. በአቅራቢነት ዝርዝር ውስጥ መኖራቸውን የሚያረጋግጥ የምስክር ወረቀት ማቅረብ የሚችሉ።

3. የግብር ከፋይ መለያ ቁጥር /TIN/ ያላቸውና ማቅረብ የሚችሉ።

4. ተጨማሪ እሴት ታክስ /VAT/ ተመዝጋቢ መሆናቸውን የሚያረጋግጥ ማስረጃ ማቅረብ የሚችሉ።

5. ተጫራቾች የጨረታውን ዝርዝር የያዘ የጨረታ ሰነድ የማይመለስ ብር 100 /አንድ መቶ ብር/ በኢትዮጵያ ንግድ ባንክ በአካውንት ቁጥር 1000009650559 በመክፈል ይህ የጨረታ ማስታወቂያ በአዲስ ዘመን ጋዜጣ ላይ ከወጣበት ቀን ጀምሮ ለተከታታይ 10 የሥራ ቀናት እስከ 11ኛው ቀን 4፡00 ሰዓት ድረስ ከቢሮው ከፋይናንስ ዳይሬክቶሬት በመቅረብ መግዛት ይችላሉ።

6. ተጫራቾች የሚጫረቱበትን ዋጋ በገዙት የጨረታ ሰነድ ላይ በስፔስፊኬሽኑ መሰረት ብቻ ሞልተው እና አሽገው በአንድ ኤንቨሎፕ ላይ ኦርጂናልና ኮፒ ብለው በመለየት የግዥ ማስታወቂያው በአዲስ ዘመን ጋዜጣ ከወጣበት እለት ጀምሮ ባሉት 10 ተከታታይ የሥራ ቀናት ከላይ በሰንጠረዡ በተገለፀው መሰረት ለዚህ ተብሎ በተዘጋጀው የጨረታ ሳጥን ውስጥ ማስገባት አለባቸው።

7. ተጫራቾች ሌሎች መረጃዎችን ከጨረታ ሰነዱ ላይ ማግኘት የሚችሉ መሆኑን እናሳውቃለን፡፡

8. ቢሮው የተሻለ መንገድ ካገኘ ጨረታውን በከፊልም ሆነ በሙሉ የመሰረዝ መብቱ የተጠበቀ ነው።ጨረታው በሚከፈትበት ቀን የሥራ ቀን ካልዋለ በሚቀጥለው የሥራ ቀን ይከፈታል።

9. ተጫራቾች ናሙና ለተጠየቀባቸው እቃዎች ናሙና ማቅረብ አለባቸው።

10. የጨረታ ማስከበሪያ በCPO ነው

የጨረታ ማስታወቂያ በአዲስ ዘመን ጋዜጣ ላይ ከወጣበት ቀን ጀምሮ ከ11ኛው የሥራ ቀን 4፡00 ሰዓት ላይ ታሽጎ 4፡30 ሰዓት ጨረታው ይከፈታል።

The Horn Economic and Social Policy Institute (HESPI) is a regional policy research and capacity building organization based in Addis Ababa. One of HESPI's key priority thematic areas is Climate Change/Climate Adaptation, where it engages in generating knowledge and reliable field evidences on practices and perspectives of climate adaptation. This is more so in recent years, especially following the initiation of its SALCA program.
